"In 1845, one vote brought Texas into the Union. When all attempts to arrive at a formal annexation treaty failed, the United States Congress passed a Joint Resolution for Annexing Texas to the United States. The original vote in the Senate had tied at 26 to 26. When Johnson of Louisiana, originally opposed to the resolution, changed his vote, his action broke the stalemate and allowed the passage of the annexation resolution under which Texas entered the United States.
